Well some, but still good news.
What the change did was eliminate the criminal aspects but still leaves civil. In effect, no one can go to jail for "jailbreaking" a cell phones software but the vendor (Apple, Microsoft, Google, cell phone companies, suppliers, etc.) still has the right to sue someone for doing it or refuse support on a "jailbroken" device based on the contract. They always had that capability just never exercised it.
So, we won't go to jail and more than likely will not be sued. We just may not get warranty work
